The NCAA doesn't see it as black or white. In their rules they have


...3 classes dealing with qualifying. "Qualifiers, Partial Qualifiers and Non Qualifiers" so according to the NCAA anyone who doesn't qualify isn't, by their definition, a non-qualifier since they recognize partial-qualifiers and then non-qualifiers. People are free to put it any way they want but I only go by what the NCAA's definition is when it comes to college athletes. BTW, I agree with you 100% about schools just moving students along without regard if they really can do the work or not. And that is not just with athletes and it doesn't do the students any favors doing that.
