The biggest question for me is who sets the rules?

If individual states set their own rules, game over for the NCAA. A bidding war will erupt among states to set ever more lucrative rules to try to stay one step ahead of their neighbors. Recruiting will become a circus with the top few schools in each sport running massive sponsorship pools worth hundreds of millions. Talk about killing the golden goose. The "MeTooNow" generation/attitude just might just take down the old concept of "student athlete" supported by booster clubs.
