Pretty clear where this will go

Say there are 40 or so programs that decide to take this route. The top 5-10 will buy their recruits and teams without any cap or oversight. It will essentially become beyond ridiculous with college aged premadonna's who will pull NFL type stunts, refuse to play for certain reasons, spend lavishly, etc... The bottom 30-35 having joined this knowing full well what they are getting into, will cry and whine about this program, that coach, buying championships, not fair, blah blah blah. It will in all likelihood eat itself to the point it will turn the college fans left away.
