You could potentially see teams implementing that on their own
You'd obviously have to have the finances to back it up. For example, if you're a player being recruited by Big 10 teams, do you sign with Michigan State for 50k right away, or Ohio State who pays 150k but not until year 2 if you've made the two deep.
That's just a random example, but could keep players at the better funded teams. For a team like ours, it could be the kind of deal a second-tier player could get. Like 4-star QB is worth offering something at risk, 3-star LB gets paid if he's a projected starter year two.
