Boosters are like kids in a candy store right now with no oversight

You can't put the toothpaste back in the tube once NIL became legal. Sure, Boosters are actively recruiting players now but even if the NCAA steps in with any NIL guidelines players are still just going to follow the money. It will be easy for boosters with these foundations to side step any NIL guidelines. Players and their reps will simply reach out to the big paying NIL schools to gauge interest and those schools can easily have third party non affiliated people reach out to whatever stud they want to let them know of NIL possibilities. Players with the skills to get 6 figure and 7 figure NIL deals are going to quickly become savvy enough to figure out what school will pay them the most.
For me I am kind of like Kave where I see 64 teams or in that ball park breaking off and forming their own Super League that is basically pay for play. If you are not in a position to offer OL and DL a basic $40k salary then you will not make the cut. I also hope it allows the majority of schools not in a position to pay large salaries to form more geographic alliances that at the end of the day would be better for ECU and more exciting for our fans.
