Need Help Answering A Nagging Navy ?

Is it me or is Navy the only team that seems to be able to use a “chop block” at the line of scrimmage? They consistently undercut their defensive opponent.
I have heard from a source that he thought that there has been a recent tweaking of the rules pertaining to blocking at the line of scrimmage that will change Navy’s blocking tactics.
Anybody able to help me understand how Navy seemingly “gets away with” under cut blocking on the line?
