Also saw where most players only receive partial scholys in FCS.

They can give up to 63 scholarship or less. Many Schools give less and then provide partial scholarships to players apparently. FBS players can transfer to FCS schools and play immediately versus sitting out 1 year. This is good for players in FBS programs who will have limited playing time due to depth at FBS schools. So in theory, it appears the FCS transfers are 3rd string FBS players or at best 2nd string players. I suspect this is likely the case for the FBS players with JMU. It seems the compelling reason to transfer is playing time though.

FBS still has the advantage with full scholarships provided to a max of 85 players plus Cost of Attendance $$$. Full edge to FBS programs.
